CB.24        APOLOGIES FOR ABSENCE

No apologies for absence were received for this meeting.

CB.25        DECLARATIONS OF INTEREST

There were no declarations of interests made from Members with regard to items on the agenda for this meeting.  

CB.26        MINUTES

The minutes of the Cabinet meeting on the 19th July 2023 were agreed as a correct record.

CB.27        COUNCIL PLAN RESOURCES & FINANCE REPORT – QUARTER 1 2023/24

Cabinet considered a joint report from the Leader of the Council and Portfolio Holder for Economy, Net Zero, Skills and Housing, and the Portfolio Holder for Finance, Resources and Assets providing key information and analysis of the Council’s finance and resources position at the end of quarter one.

RESOLVED –

1.   That the content of the report be noted.

2.   That the report be referred to all Scrutiny Panels for further consideration and oversight.

CB.28        CHILDREN’S SOCIAL CARE STATUTORY COMPLAINTS AND COMPLIMENTS ANNUAL REPORT 2022/23

Cabinet received a report from the Portfolio Holder for Children and Education providing an overview of the activity and analysis of Children’s Social Care complaints and compliments for the period 1st April 2022 to 31st March 2023.

RESOLVED –

1.        That the Children’s Social Care Statutory Complaints and Compliments Annual Report for 2022/23 be received and accepted.

2.        That the Children’s Social Care Statutory Complaints and Compliments Annual Report for 2022/23 be referred to the Children and Lifelong Learning Scrutiny Panel for their consideration.

3.        That, subsequent to resolution 2 above, responsibility be delegated to the Director of Childrens Services, in consultation with the Portfolio Holder for Children and Education, to publish the annual report.

CB.29        NORTH EAST LINCOLNSHIRE SPORTS AND PHYSICAL ACTIVITY STRATEGY

Cabinet considered a report from the Portfolio Holder Culture, Heritage and the Visitor Economy seeking to approve the Sport and Physical Activity Strategy 2023.

A paper setting out the outcome of pre-decision consideration of the report by the Tourism and Visitor Economy Scrutiny Panel was circulated at the meeting.

RESOLVED –

  1. That the Sport and Physical Activity Strategy 2023, as set out in Appendix 1 to the report now submitted, be approved.

2.That authority be delegated to the Director of Economy, Environment and Infrastructure, in consultation with the with the Portfolio Holder for Culture, Heritage and the Visitor Economy, to promote and implement the strategy.

3. That the comments and endorsement of the Sport and Physical Activity Strategy by the Tourism and Visitor Economy Scrutiny Panel be noted.

CB.30        SKILLS STRATEGY AND ACTION PLAN

Cabinet considered a report from the Leader of the Council and Portfolio Holder for Economy, Net Zero, Skills and Housing seeking approval to adopt the skills strategy and action plan.

A paper setting out the outcome of pre-decision consideration of the report at a joint meeting of the Economy and Children and Lifelong Learning Scrutiny Panels was circulated at the meeting.

RESOLVED –

1.   That the skills strategy and action plan be adopted.

2.   That authority be delegated to the Director of Economy, Environment and Infrastructure, in consultation with the Leader of the Council, to implement the skills strategy and action plan.

3.   That the endorsement, comments and recommendations of the joint scrutiny panel’s consideration of the skills strategy be noted.

4.   That an update report providing detailed SMART objectives and progress made against the action plan, be presented to a special joint meeting of the Economy and Children and Lifelong Learning Scrutiny Panels in February 2024.

5. That secondary school provision in North East Lincolnshire and the decline in attainment from year 7 to year 11 be referred to the Children and Lifelong Learning Scrutiny Panel for investigation.

CB.31        EQUALITY REPORT

Cabinet considered a report from the Portfolio Holder for Culture, Heritage and the Visitor Economy seeking to approve the Annual Equality Report.

RESOLVED –

1.   That the Annual Equality Report, as set out in Appendix 1 of the report now submitted, be approved.

2.   That authority be delegated to the Assistant Chief Executive to publish the Annual Equality Report in accordance with legislative requirements.

3.   That officers be instructed to draft an Equality, Diversity and Inclusion Strategy for North East Lincolnshire and refer it to the Communities Scrutiny Panel and Health and Care Partnership for comment prior to it being considered/approved at a future meeting of Cabinet.
